There is a company that does work on ACTUAL photographs that customers want to be restored.

They can do "superficial cleaning" (removal of mud and smell) and make high res copies. That is the extent of their service. After that, we can do photo restorations. It is not a fast process and they may be bringing on more staff to help with this effort.
They seem interested in volume work and said if it's only one photo, they're probably better going elsewhere.
